Aims
The aim of the Demands project is to verify the economic and technical
feasibility for the setting up of a company, based on a partnership between
local authority and private companies, to implement an Internet destination
to provide all users with digital services linked to public administration,
that may use both narrow and broad-band. This should allow local authorities
to progressively outsource their services, still keeping co-ordination
and control functions.
The business plan
The business plan, result of the project, will consider all
technical, legal, management, fiscal, economic, financial issues and of
course special attention will be given to the services which the new company
could provide. Through a specific market analysis, the Partners' Consortium
will analyse the current offer of similar services and identify potential
barriers as well as identify and quantify potential demand. Main trends
of development will be detected and a specific market analysis report
carried out. The Business Plan Model carried out by the Consortium will
be based on the guidelines set out by the Co-ordination of Evaluation
Unit, DG Regional Policies of the European Commission and will allow the
Commission officers to assess the project quality and economic and financial
feasibility of the new company. This way, the content and assessment of
the business model proposed for the starting up of a new private/public
company in the city of Modena could be replicated in other European towns.
Replicability
Replicability of the model is assured by the fact that notwithstanding
the characteristic of the Modena destination, the economic actors involved
in the project could be easily identified all over Europe. In fact the
main actors involved are: a local authority, a public utility active in
the telecommunication sector, economic bodies or business. For the further
starting up of the destination it will be necessary the involvement of
content providers, public and private investors and in some cases of venture
capitalists, which could be easily found at local and at European level.
