Call for candidates

 

Art. 1 – Object of the call for candidates

The City of Modena, in collaboration with the University of Modena and Reggio Emilia, with the support of the Fondazione Cassa di Risparmio di Modena and under the patronage of the European Parliament, offers a summer course entitled the Renzo Imbeni Summer School in order to give an opportunity for high-level training to young post-graduates and undergraduates of post-graduate courses, through a course of study and investigation into the European Union and its process of democratic consolidation.
With this Summer School, the City of Modena intends to pay tribute to the memory of Renzo Imbeni, illustrious Modenese citizen, Vice-president of the European Parliament, and tireless promoter of the notion of a united Europe.
Participation in the course is free, yet entrance is based on a public selection process as outlined in the present document. The course is reserved to a maximum of 20 participants.

The programme of the Renzo Imbeni Summer School, compiled in collaboration with the University of Modena and Reggio Emilia, will deal with a number of themes, including:

1.Moving towards a more democratic European Union, closer to its citizens;
2.The protection of the fundamental rights of the individual;
3.The process of creating a space for freedom, safety and justice;
4.Developments and prospects with regard to the regulation of competition and the open market;
5.The European Union on the international stage;
6.The new frontiers of competencies of the European Union;

Art. 2 – Admission requirements

The call for candidates is open to citizens of the European Union (hereafter referred to as the “candidates”), post-graduates who obtained their post-graduate degree certificates not more than 12 months before the closing date of the present call for candidates; to graduates from the previous university order who obtained their degree not more than 12 months before the closing date of the present call for candidates; those with equivalent study titles obtained in other European countries; students following post-graduate degree courses who have no more than three exams left before obtaining their degree certificate. In the latter case, having defined a dissertation title constitutes a positive element of evaluation. The candidates must be graduates or undergraduates as defined above in economics, law, socio-political subjects or languages, with a course of study which includes the passing of exams in the following areas:
European Union Law
Languages and Cultures of the Countries of the European Union
History and/or Economics of the European  Integration Process
Candidates must have a knowledge of Italian,  English and/or French up to or above a B2 level of the Common European Framework of Reference for Languages as outlined by the Council of Europe.
These requirements must be satisfied at the closing date of the present call for candidates.
The evaluation of the requirements will be carried out by the Scientific Committee as nominated by the City of Modena in act No. 500 on 1st August 2007 and later modifications.

Art. 3 - Applications

As part of the course application, to be presented without stamp duty, candidates must:
1-state their personal data (name, surname, date and place of birth, resident address), a contact telephone number and an e-mail address;
2-state their dissertation title, the name of their dissertation tutor and degree mark if known;
3-attach their CV in the European format, with the following information: Faculty and Degree Course, matriculation number, a detailed list of the exams taken over the course of study together with the marks awarded, dates and credits granted in the case of post-graduate courses, and if applicable, the topic of the three-year dissertation;
4-students who have not completed their course of study must attach the certification of the students’ administration office of the faculty in question, certifying that no more than three exams are required in order to obtain a degree certificate;
5-candidates must also present a motivation letter (of a maximum of 2,000 characters) which will be subjected to evaluation by the Scientific Committee.

As defined in Italian law No. 445/2000, the evaluation commission may carry out suitable checks in order to check the veracity of any substitutive declarations. Any false or misleading declarations may be punished in a court of law via the payment of fines as described in the regulation in force, as well as the immediate cessation of any benefits arising from false declarations, along with the obligation to reimburse any expenses met by the City of Modena.

Art.  4 – When and how to present an application

Applications must be made using the form available at www.comune.modena.it/summerschool and must be delivered, along with the documents attached as listed in points 4 and 5 of Art. 3, by 12 pm on 26th April 2008 by one of the following means:
in a sealed envelope, bearing the title of the call for candidates and the sender’s name and address, to: Ufficio Protocollo – settore Politiche Finanziarie – Comune di Modena, Via Scudari 20, 41100 Modena;
by e-mail to the following address: summer.school@comune.modena.it In this case, the documents to be attached as listed in points 4 and 5 of Art. 3 may either be sent by email or through the normal postal service to the above address.

The City of Modena accepts no responsibility for applications lost or delayed in the postal system.

Art. 5 – The Candidate List

The selection of the participants will be based on a graded Candidate List to be drawn up by the Scientific Committee.
Should equal merits be attributed to two or more candidates, preference will be given to graduates or undergraduates from the University of Modena and Reggio Emilia.
The Candidate List will be displayed on the municipal notice board of the City of Modena as well as being visible online at  www.comune.modena.it/summerschool  from 19th May 2008.
The above publication of the list constitutes the official communication of the outcome to candidates; candidates will not receive other forms of notification via post, etc.


Art. 6 – Study grants and certificates of participation

At the end of the course, two study grants will be awarded for a four-month stay (January - April 2009) within the Committee of Regions and the European Parliament in Brussels. Each grant is of € 4,000.00, and will be assigned on the basis of the Scientific Committee’s evaluation of the written work produced by the participants at the end of the course.
Participants who already have study or mobility grants as part of other European Union programmes between January and April 2009 will automatically be excluded from the selection process.
At the end of the course, all the participants will be issued with a diploma.

Art. 7 – Listeners

Students, teachers as well as public administrators and functionaries may be admitted on a compulsory attendance basis as listeners. A maximum of 20 listeners will be admitted.
The application to attend as listeners must be made using the specific form to be found at  www.comune.modena.it/summerschool. The request must be accompanied by a motivation letter (of a maximum of 2,000 characters).

The application, along with necessary documents, must be delivered to Ufficio Protocollo – Settore Politiche Finanziarie – Comune di Modena, Via Scudari 20, 41100 Modena by 18th July 2008.
The Listeners List will be drawn up on the basis of the evaluation of the letter of motivation as carried out by the Scientific Committee, as well as on the order of arrival of the requests.

The graded Listeners List will be displayed on the municipal notice board of the City of Modena as well as being visible at www.comune.modena.it/summerschool.
The above publication of the list constitutes the official communication of the outcome to candidates; candidates will not receive other forms of notification via post, etc.
At the end of the course, all the listeners will be issued with a certificate of participation.
